Try CCleaner

Business Strategy of IBM, once they got you, they'll never let you go =)

How do you uninstall it? Maybe you can try to uninstall it via another tool, CCleaner for example. If it doesn't work, delete it manually and use CCleaner to get rid of all the other stuff which is left of the installation. Maybe it works.
